Meeting of the Central Committee of Trade Union employees of the NAS of Ukraine with the administration of the Academy
A meeting of the Presidium of the Central Committee of Trade Union employees of the National Academy of Sciences of Ukraine with the administration, among whom: the First Vice President, acad. A.G. Naumovets, Vice Presidents acad. V.G. Koshechok and acad. S.I. Pyrozhkov, Chief Scientific Secretary, acad. V.L. Bohdanov and heads of departments of the Presidium of the NAS of Ukraine took place on February 1, 2018.
First vice president, acad. A.G. Naumovets and the chairman of the Trade Union A.I. Shirokov spoke with opening speech, outlining the current state of the Academy and the problematic issues faced by the NAS of Ukraine and its scientific institutions. Chief Scientific Secretary, acad. V.L. Bohdanov in his speech highlighted the financial provision of the Academy in the State Budget for 2018.
Members of the Presidium of the NAS of Ukraine answered the questions of members of the Central Committee of Trade Union.
Due to the Law of Ukraine “On the State Budget of Ukraine for 2018” financing of the National Academy of Sciences of Ukraine in 2018 is determined by the expenditures in amount of 3 758 603 thousand UAH. That includes those for research and development works of the Institute for Safety Problems of Nuclear Power Plants of the National Academy of Sciences of Ukraine – 40 110 thousand UAH.
Support of the development of priority areas of scientific research is assumed 500 000 thousand UAH.
During the discussion, the administration of the Academy mentioned necessity in provided for expenditure such budget estimates of the budgetary institutions and organizations of the NAS of Ukraine that stipulated in accordance with the Agreement between the Trade Union and NAS of Ukraine and could provide one hundred percent salary to employees, that in the first instance includes such guaranteed payments as salaries (wage rates), allowances for the length of scientific work, full payment for scientific degrees, and scholarships and additional fees for harmful working conditions.
Heads of Trade Unions of numerous institutes noted that the provided budget financing is not enough for the full employment of the employees of their institutions.
The chairman of the Trade Union O.O. Odintsov took part in the meeting from the ISP NPP.
Summing the meeting up, the chairman of the Trade Union of employees of the National Academy of Sciences of Ukraine A.I. Shirokov proposed the following:
- In the shortest possible time should be analyzed the budget estimates of incomes and expenditures and personnel arrangements of scientific institutions; generalized the real deficit of the wage fund with one hundred percent salary in full-time employment.
- To solve this problem, a joint letter should be address to the President of Ukraine, the Prime Minister of Ukraine, the Chairman of the Verkhovna Rada of Ukraine, parliamentary committees on the justification for increasing the funding of the National Academy of Sciences of Ukraine for the corresponding amount during the revision of the State Budget of Ukraine for 2018 due to results of the first quarter.
- Make everything dependent on the National Academy of Sciences of Ukraine to accelerated developement of financing according to КПКВК 6541230 (Code of Program Classification of Expenditures and Lending 6541230).
